Responsibilities

This position is responsible for aligning platform integration and installation efforts with customers and stakeholders to implement and improve network-centric warfare capabilities on assigned ships. The successful candidate will provide Cybersecurity Risk Management Framework or Information Assurance (IA) Certification and Accreditation (C&A) support necessary to satisfy DoD cybersecurity requirements, which may include but are not limited to: CYBERSAFE, Clinger-Cohen Act compliance, IA Strategy development, System Security Accreditation Agreement (SSAA) development with supporting appendices, Certification Test and Evaluation, Security Test and Evaluation, risk mitigation, and (Interim) Authority to Operate requests.

The candidate will assist with registering the applicable platform systems in the Department of Defense (DoD) Enterprise Mission Assurance Support Service (eMASS), conduct IA tests on supported platforms in accordance with Department of Defense Instruction (DODI) 8500.2, and independently validate IA tests results for compliance prior to submitting to CYBERCOM for review and approval. The candidate shall coordinate all collaboration meetings and brief results to the NAVSEA Echelon II and CYBERCOM IA Team for obtaining approval and signature on all C&A Plans, including Interim Authority to Test (IATT), Interim Authority to Operate (IATO), and Authority to Operate (ATO).

Create, maintain, and validate information security certification and accreditation (C&A) packages for applications, systems, and networks in accordance with appropriate DoD policies and processes by working as a specialized expert in the field of C&A in DIACAP and Risk Management Framework (RMF) disciplines. Use Navy DIACAP and RMF related tools, including DADMS/DITPR-DON and eMASS to process and update C&A packages. Support all certification and accreditation efforts along with testing, mitigation, and documenting of security plans and site assessment and security testing, as required. Apply experience with DIACAP technical and functional capabilities to match testing to risk analysis and remediation (RAR) POAM and determine mitigation strategy. Recommend Cybersecurity requirements to be included in the design, installation, operation, upgrade, or replacement of information systems. Work in a fast-paced environment and successfully manage short deadlines.

Qualifications

Requires 2 to 5 years with BS/BA or 0 to 2 years with MS/MA/MBA or 8 to 10 years with no degree.

3+ years of experience with cybersecurity

Experience with developing, maintaining, and reviewing DoD C&A packages

Experience with using Navy DIACAP and RMF related tools, including DADMS/DITPR-DON and eMASS to process and updated C&A packages

Experience with vulnerability assessment scanning tools and reporting

DoD 8570 IAT Level II Certification

Additional Qualifications:

Experience with Navy C&A

Possession of excellent oral and written communication skills

BS degree in CS, Cybersecurity, or a related field

Secret clearance
